From 1970-99, this department went
through a number of personnel and name changes.
In 1971, Nelson E. Kauffman stepped
down, and Simon Gingerich replaced
him as Secretary. The department was
called "Home Missions" while earlier it had had the title "Home
Missions and Evangelism." In 1977
Lupe De Leon replaced Gingerich as Secretary.
In 1982 there was a major structural
change within the Mission Board. This
department was renamed “Evangelism and
Church Development” and now it reported to the new Home Ministries
Division,
instead of reporting to a separate church-wide Home Missions Committee. Directors over the years have included Ray E.
Horst (1982-87), Irvin Weaver (1988), Ed Bontrager (1989-90), Allan
Yoder
(1991-97) and John Powell (1997- ).
1970 Nelson
E. Kauffman served as secretary of "Home Missions and
Evangelism." Simon Gingerich was
Administrative Assistant and Wilbur Hostetler was Director of Home
Bible
Studies.
1971 Simon
Gingerich was secretary of the newly named "Home
Missions," and Wilbur Hostetler continued as Director of Home Bible
Studies until 1974. In 1972, Velma Hostetler became Assistant Director
and also
continued until 1974.
1971 Minority
Ministries Council was begun, with John Powell as
Executive Secretary and Lupe De Leon as Associate Secretary. They reported to this council, which existed
until 1974.
1972 Howard
J. Zehr picked up the evangelism agenda for this one
year. He was called the Secretary for
Evangelism and reported to the Commission on Evangelism, which was
probably
administered by the Mennonite Board of Congregational Ministries.
1975 Lupe
De Leon became Associate Secretary of Home Missions, with
Simon Gingerich continuing on as Secretary.
In 1977, Lupe De Leon became Secretary
of Home Missions.
1977 Eli
Savanick became the director of the Mennonite
Center
for Development of Deaf
Ministries in Washington,
D.C.

1978 Edward
Taylor joined the staff as Associate Secretary, and in
1981 became Interim Director.
1982 Ray
E. Horst became the Director of the newly formed department
of "Evangelism and Church Development", with Melba Martin coming on
as Assistant Director. Horst continued
on as Church Development consultant, an assignment he had begun under
this
department in 1981. He stepped down as
Director in 1987, but continued on as a
consultant until 1991. At that point he
retired, and become Executive Secretary of the United Native Ministries
Council. Melba Martin continued on as
Assistant Director with this department through to 1999, serving under
four
different Directors.
1987 Irvin
Weaver became Director of Evangelism and Church
Development, and served approximately for one year, until 1988, when he
became
Vice President of the Home Ministries Division.
During his time as Director, Weaver
brought on Brent Foster (an
African-American) and Noel Santiago (an Hispanic) to develop program
for this
department.
1989 G.
Edwin Bontrager became director, and served until 1990.
1991 Allan
Yoder, from Los Angelos,
California, became Director, with a renewed emphasis on
urban ministries, initiated by Vice President Irvin Weaver. Besides Santiago,
Hector Urbina was hired in about 1993, and John Powell was hired in
about 1994
as additional consultants. Yoder served
as Director until 1997 when he left to pastor a church in Pennsylvania.
1997 John
Powell became director.
He is serving half-time in this
position, and half-time as a teacher in
Pastoral Training at Houghton
College,
Buffalo,
New York. Powell works out of his office in Buffalo.
1999 Marty
Bender took on the Assistant Director position when Melba
Martin retired in spring. Martin’s
service to the Mennonite Board of Missions included four years in the
Personnel
Department, 1957-61, four years in the Student and Young Adult Services
Department, 1977-81, and 17 years with the Evangelism and Church
Development
department. Noel Santiago is staying
until fall when he is leaving for a church development position with
the Franconia
Mennonite Conference.
ANABAPTIST DEAF MINISTRIES,
1977-93
19__ Reuben
Savanick was the first director.
1977 Eli
Savanick became the director of the Mennonite
Center
for Development of Deaf
Ministries in Washington,
D.C.
1981 Pam
Dintaman-Gingrich served as Director of Deaf Ministries.
1983 Deaf
Ministries became a separate department, with Linda Lehman
also coming on staff, serving as the secretary.
1985 It
again was part of Evangelism and Church Development, with
Sheila Stopher Yoder as Director.
1993 Jeff
Hoffer, a deaf person himself, is the director of this
"Anabaptist Deaf Ministries" program, with an office in Riverdale, Maryland. The
program is supported by a Deaf Advisory
Committee, and is accountable to the Evangelism and Church Development.
